Who can apply?
- top Individuals who have experience with
servicing Mobile Work and / or Lifting Equipment and those that have successfully
completed an approved CFTS course.
What is meant by a Competent Person?
- top The Competent Person should have the
appropriate practical and theoretical knowledge and experience of the equipment
concerned, to enable them to detect defects or weaknesses. They should be able
to assess the importance of the defects in relation to the safety and continued
use of the equipment.
What are the criteria?
- top Each employer or dealer needs to have
a ‘Competent Person’ to carry out a Thorough Examination of Mobile Work and /
or Lifting Equipment. The process for a member of staff to become competent is
as follows:
• Complete a specialist Thorough
Examination & Health & Safety course as run by BAGMA & register for the Thorough Examination
NVQ unit. • Must have a minimum of five years
working with the specific machinery they wish to Thoroughly Examine and provide
evidence. • Have completed an engineering
qualification HNC, City & Guilds etc •
Work
for a Registered Company. • Complete the Competent Person &
Depot Information Application Form.
Can servicing be incorporated in the
Thorough Examination? - top Yes – the order of the process is
important. The Thorough Examination has to come first and then the service so
that all the faults can be rectified.
Does a machine pass / fail?
- top Yes – The machine will fail the
Thorough Examination if any safety feature is not functioning correctly. It can
be retested once the fault has been rectified.
What can I Thoroughly Examine?
- top Any equipment which you have
appropriate practical and theoretical knowledge and experience for which you
have been trained, to enable you to detect defects or weaknesses (see PUWER

details).
Is a certificate issued?
- top Yes- both a ‘tax disk’ type sticker
and a certificate are issued upon successful completion of the Thorough Examination.
It is the Thorough Examination Centre who issues the certificate and disk, not
BAGMA. It enables the process to be speeded up and therefore the costs to be
kept to a minimum.
How many people are involved in the
scheme at dealer level? - top Two – Each dealer has to have a
Competent Person (1) to carry out the Thorough Examination who has been through
the relevant training and a Scheme Manager (2) who is responsible for the
Competent Person and the scheme as a whole within the company.
What next?
- top PUWER Thorough Examination If a company wishes to train a member
of staff to become a BAGMA PUWER Thorough Examiner the 3 day PUWER Thorough
Examination training course must be completed. Alternatively a 2 day course is available
if the candidate has completed the 3 day BAGMA LOLER Thorough Examination
training course.
LOLER Thorough Examination - top If a company wishes to train a member
of staff to become a BAGMA LOLER Thorough Examiner the 3 day LOLER Thorough
Examination training course must be completed. If you want to convert from an approved
CFTS scheme you must attend the 1 day conversion course (non practical).
The Scheme Manager must attend the
first day of the course. Complete the application forms and return them to
BAGMA with supporting evidence and 2 current passport sized photos. Upon
approval a course will be allocated.
